When the racial climate began to changed in DE , the 1790 census changed Charles and the other Sisco's to "mulattos and negroes".
Based on the will of John Sisco , we know that Charles was his son. It is possible his mother was Sarah Durham, daughter of John Durham . Charles was a literate man. He signed the Administration bond on his father's estate. He was also quite prosperous in his own right, living in a 6 room house at the time of his death.
On 20 January, 1798, Charles Francisco made his will. It mentions his sister, Lydia Francisco and her daughter, Elizabeth Francisco. The will was probated on 9 February, 1798.
Later that same year, on 18 December, 1798 Lydia died. Her will mentions her daughter, Elizabeth. So by 1799 Elizabeth had become the administrator on the estate of her mother , her uncle and her grandfather. This strongly suggests that Charles had no family of his own and that Elizabeth was Lydia's only child.
There is no indication of what became of Elizabeth Francisco after 1799.
